We continue to be excited about the new Northglen Orchard Public School (PS) that will helpÌýsupport our growing student population in the Clarington area, with space for 769 students,Ìýfrom Junior Kindergarten to Grade 8, as well as a four-room childcare centre.

Clarington area students, staff, families and community members can still suggest schoolÌýcolours and mascot ideas for Northglen Orchard PS, until end of day July 7th. ThisÌýinformation will be used to help inform collaborative conversations with students, staff andÌýfamilies this fall.

Class Information for September
Class and teacher information for Northglen Orchard PS students attending CharlesÌýBowman PS, Harold Longworth PS and Clarington Intermediate School will be availableÌýin late August and will be shared directly with families by Northglen Orchard PS principalÌýNicholas Shea.

As communicated earlier this spring, students will remain together with the same teacherÌýthroughout next school year. To accommodate this planning within available school space,Ìýstudents and staff will be grouped by grades within these three grade clusters:

• Junior Kindergarten to Grade 2 Northglen Orchard students will attend CharlesÌýBowman Public School
• Grade 3 to 6 Northglen Orchard students will attend Harold Longworth Public School,
and
• Grade 7 Northglen Orchard students will attend Clarington Intermediate SchoolÌý(Note: Charles Bowman PS Grade 7 students will remain at Charles Bowman as thatÌýschool transitions to JK to Grade 8)

Upon completion of the new school, students and staff will move to Northglen Orchard PS.

Child Care Programming
Compass Early Learning and Care (CELC) will be the operator of the child care centre andÌýthe before/after school program at Northglen Orchard PS. Compass ELC currently operatesÌýthe before/after school programs at both Charles Bowman and Harold Longworth, and thisÌýwill help make the transition smoother and more familiar for families. Welcome Event
Northglen Orchard families were invited to participate in a Welcome Event near the schoolÌýproperty on Tuesday, June 17. This event included opportunities to meet school staff andÌýparticipate in fun activities, as the school community begins to build connections andÌýpositive climate and culture. Thank you to all those who attended and contributed towardsÌýa successful event!

Construction Update
School construction is going well – with work on theÌýschool’s roof, mechanical, electrical, and exteriorÌýcontinuing over the summer.
• Exterior Cladding (Brick and Metal Siding)Ìýis set to begin mid-July, once insulation andÌýmembrane work wraps up, and will run until lateÌýSeptember.
• Ceiling Fixture Installation and Suspension GridÌýWork is scheduled for mid-July through earlyÌýSeptember. This includes lighting, fire alarmÌýdevices, sprinklers, and ceiling grid systems.
• Interior Finishes such as painting, flooring,Ìýmillwork, acoustic panels, and accessories areÌýscheduled to begin in September.

The targeted building completion date is lateÌýNovember 2025, with occupancy by students andÌýstaff likely early in 2026.

Northglen Orchard Public School Update – and Charles Bowman PS Bell TimeÌý

At the start of May, the school board shared contingency plans for the delayed opening of Northglen Orchard PS, specifically about where students would be located until the new school opens. Ìý

We recognize that the delay in the opening of Northglen Orchard PS, and the resulting contingency plan, impacts families in different ways, and we appreciate what families have shared about these specific impacts. The planning team has considered the questions and feedback provided and has developed a .Ìý

Bell Time AdjustmentÌý

We have reviewed possible bell time adjustments to help address this concern from families. It is important to note that bell times directly affect transportation networks, and a change can impact buses that serve multiple school communities.Ìý

After reviewing bell times, and connected transportation services, effective September 2025, the Charles Bowman PS bell time will be changed to 9:05 am, while the Harold Longworth PS bell time will remain at 9:15 am.Ìý

Both Charles Bowman and Harold Longworth Public Schools have school staff on the yard fifteen minutes before bell times, to supervise students in the morning. The bell time adjustment, combined with supervision time, provides a 25-minute window between drop-off at Charles Bowman PS and bell time at Harold Longworth PS.Ìý

Child Care ProgrammingÌý

We also appreciate that families have been waiting for more information about child care planning.Ìý

Compass Early Learning and Care (CELC) will now be the operator of the child care centre and the before/after school program at Northglen Orchard PS. Ìý

Contingency Planning: Northglen Orchard Public School

Hello everyone,

We are writing today to provide additional information about the updated timelines for building the new school. As we shared, while we will continue to work with the contractor to try and reduce delays wherever possible, at this time the updated timeline targets a building completion date of late November 2025. Students and staff would likely occupy the new school early in the new year.

The contingency plans outlined below have been developed to accommodate students and staff based on this revised schedule.

To allow for the least disruption for all students and staff within the school communities involved, Northglen Orchard Public School students and staff will be organized together as classes within nearby KPR schools, to be able to move together into the new school.

This will allow all classes to remain together as part of the move and keep students with the same teacher throughout the year. To accommodate this planning within available school space, students and staff will be grouped by grades within these three grade clusters:

  • Junior Kindergarten to Grade 2 Northglen Orchard students will attend Charles Bowman Public School
  • Grade 3 to 6 Northglen Orchard students will attend Harold Longworth Public School, and
  • Grade 7 to 8 Northglen Orchard students will attend Clarington Intermediate SchoolÌý
    (Note: Charles Bowman PS Grade 7 students will remain at Charles Bowman as that school transitions to JK to Grade 8)

Upon completion of the new school, students and staff will move to Northglen Orchard Public School.

Our child care partner in this project – Durham Region, is using this information to finalize their planning and communication with families. Further information on child care and before and after school program planning will be shared as soon as it’s available.

Transportation will be provided to students who reside more than 1.6 km from their designated school noted above, and parents can register their transportation request through the Opt-In process beginning May 2nd.

After completion of the new school, transportation will be provided as per board policy to students who reside more than 1.6 km from Northglen Orchard Public School. As part of the move to the new school, the Opt-In window will be reopened for families to finalize transportation prior to the first day at the new school.

We continue to be very excited about the new Northglen Orchard Public School, which will help support our growing student population in the Clarington area.

We are writing today to provide an update on timelines for building the new school.

While the project continues to move forward, the extended winter and spring weather has resulted in construction delays to concrete, block work and other components of the school’s construction.

We will continue to work with the contractor to try and reduce delay wherever possible. At this time the updated timeline targets a building completion date of late November, 2025, with occupancy by students and staff likely early in the new year.

Board administration are working on finalizing a contingency plan to accommodate students and staff based on this revised date.Ìý We will share further information to the school community by the end of this month as these plans are completed.

We appreciate everyone’s patience and understanding as we complete this project which will benefit students and families for generations to come.Ìý

As part of contingency planning, staff have prioritized reducing disruption as much as possible for students and staff within the school communities involved.

In the plan, Northglen Orchard PS students and staff will be organized together as classes within nearby KPR schools, as this will enable them to move together into the new school. This will allow all classes to remain together as part of the transition and keep students with the same teacher and classmates throughout the year to support continuity.

A combination of classrooms and portables will be temporarily used to house the Northglen Orchard PS students.

While every family has unique circumstances and driving may be the most suitable option, we also encourage riding a bike or walking to school, to help reduce traffic in school zones and school parking lots. ÌýTo support the safety of students, the board supports the use of school safety patrollers and adult crossing guards, in cooperation with local municipalities. School staff are also available every morning and after school, to support safe entry onto school property.

In the contingency plan, Northglen Orchard Public School students and staff will be organized together as classes within nearby KPR schools. This reduces overall disruption and keeps students with the same classmates and the same teacher for the year.

If students were to remain in their current schools and move to the new school halfway through the year, a larger number of students and staff would be impacted, and many classes would need to be re-organized.Ìý This would result in students having different teachers and different classmates halfway through the year. This would impact Northglen Orchard Public School students, and many students and staff within the connected school communities.

To manage accommodation pressures at impacted schools within the Northglen Orchard PS community, it is important to assume occupancy of the new school as soon as possible.

If you would like your child to attend a school other than the one designated for your home address, you will need to fill out theÌý. Schools are only able to take out-of-boundary students if there is space left after they accommodate students within their own boundaries. This Questions and AnswersÌýdocument explains the process for requesting that students attend a school other than their home school.Ìý

It is important to note that Charles Bowman and Harold Longworth PS were closed to out of boundary requests last year because there was no available space, and staffing capacities had been reached.

The child care centre at Northglen Orchard PS will now be operated by . Compass ELC currently operates the before/after school programs at both Charles Bowman and Harold Longworth, and this will help make the transition smoother and more familiar for families.

If your family is already on the Durham Region child care waitlist, you will receive an email with instructions on how to provide consent to share your information with Compass Early Learning and Care. Once you have provided your consent, Durham Region will be collaborating with Compass Early Learning and Care to transfer all family registrations and waitlist information.

Compass will then begin contacting families to confirm spots for programming. To minimize impact to families, there will be no change to the existing waitlist for child care at Northglen. If you have been offered a space or are on the waitlist, your offer or position on the waitlist remains the same.ÌýCompass Early Learning and Care will assume all existing placements, enrollment information and full waitlist as the new operator.

Yes. We are collaborating with Compass Early Learning and Care to increase capacity for the families who need this service. We are also exploring the expansion of after school programming through a potential partnership withÌýÌýto offer an Authorized Recreation Program for students in Kindergarten to Grade 6 to help us assess interest for September 2025. A survey will be provided in early June to determine interest.

At the March 25, 2025 Board meeting, Trustees approved Northglen Orchard Public School as the name for the new school in the Northglen neighbourhood in Bowmanville.

Northglen Orchard Public School was the preferred name shortlisted by a joint community-board school naming committee, after review and consideration of over 70 submissions.

New Elementary School

The 91¶ÌÊÓÆµ District School Board is pleased to be moving forward with construction of a new elementary school to serve students and families in the Northglen neighbourhood and surrounding Bowmanville area! The new school is an important step in addressing enrolment pressures in schools within the area.ÌýHighlights of the project include:

769 student spaces.
73 new licensed child-care spaces in four child-care rooms.Ìý

November 2024 Community Update

New School Boundaries

Attendance boundaries for the new Northglen neighbourhood school take effect with the opening of the school, which is planned for September 2025. It will open as a JK-Grade 7 school and then become JK-Grade 8 during its second year of operation.

The new school boundaries will include some of the existing students from nearby schools, including Charles Bowman PS, Hampton Junior PS, M.J. Hobbs Sr PS and students from the Charles Bowman PS boundary attending Harold Longworth PS as a holding school.

Sod Turning

KPR was pleased to be joined by provincial and municipal education partners to ceremoniously turn the sod on Friday, June 7, 2024Ìýat the construction site of the new Northglen neighbourhood school in Bowmanville.

The sod turning marks the official launch of the construction phase of this new, modern, fully accessible elementary school. Made possible through funding of over $36 million dollars, with an expected opening date of September 2025, the new school will have space for 769 students, from Junior Kindergarten to Grade 8, as well as a four-room childcare centre.Ìý
