Millbrook Highlands Boundary Review

Dear Families (Millbrook/South Cavan Public School and North Cavan Public School),ÌýÌý

We continue to work toward the building of a new elementary school in Millbrook, with 481 elementary student spaces and 73 licensed child care spaces, in the recently named ‘Highlands of Millbrook’ subdivision located at Fallis Lane & County Road 10.Ìý

As part of the next step in planning, we have begun the process to establish boundaries and educational program for the new school. We are inviting interested parents/caregivers to join us at a public meeting to learn more about:Ìý Ìý

  1. the establishment of school boundaries and grade structure for the new school.ÌýÌý

Two grade structure models – Junior Kindergarten (JK) to Grade 6 and JK to Grade 8 – have been prepared for consideration and feedback.Ìý

  1. related potential boundary adjustments for Millbrook/South Cavan Public School and North Cavan Public School.Ìý

A Background Study, with further information on enrolment projections, and proposed boundary adjustments for the ‘Highlands of Millbrook’ neighbourhood school and other area schools, is available on theÌý, and accessible from the home page of .Ìý

We will be reviewing this information for parents/caregivers and seeking input on the proposed adjustments at the following meeting:Ìý

November 20, 2025, 6:00 p.m., Millbrook/South Cavan Public SchoolÌý

Feedback from this meeting, and from online submissions, will be reviewed and brought to the Board prior to a second community meeting on February 26, 2026.Ìý Ìý

After consultation with parents/caregivers and community, it is expected that administration will make recommendations to the Board for a final decision by the end of the 2025/2026 school year. The boundary changes being proposed would take effect, with the opening of the new school, which is currently anticipated to be Fall 2027.ÌýÌýÌý

NOTE - Table 1 has been corrected in the above November 5, 2025 Highlands of Millbrook Boundary Review Report. Study Area NC-1 in the School Attendance Area Review Study previously reported 170 students as the existing enrolment (2024). It has been revised to reflect 120 students. Ìý

This update only affects the November 5 report and does not affect the enrolment projections in the proposed boundary adjustment models. Concepts A and B already reflect 120 students in NC-1.

Questions and Answers

As part of planning and construction of the new Highlands of Millbrook neighbourhood school, administration is moving forward with establishing boundaries for eligible students to attend. The school is an important step in addressing enrolment pressures in schools within the area.Ìý

School board administration has been reviewing the capacity and space limitations within Millbrook/South Cavan Public School and North Cavan Public School and considering how the new school can address the current and projected enrolment pressures.ÌýÌý

To create balanced, long-term enrolment sustainability for all three schools in the area, administration is considering boundary and school program adjustments.Ìý

In the establishment of school boundaries for the new school, two boundary adjustment models have been prepared for consideration and feedback. Administration has considered options that would result in changes to the existing boundaries of both:ÌýÌý

  • Millbrook/South Cavan Public School, andÌýÌý

  • North Cavan Public SchoolÌý
